The USCIS offices and individuals are not going to be receiving the applications anymore.
Since the new regulations for the application are still new, the applications that are submitted to the USCIS local offices and individuals will be forwarded to the right lockbox facility. This will only be for the applications received until December 2. But after December 2, the applications that are not submitted to the proper lockbox will be returned to the applicant together with the instructions on how to proceed with the new filing process.
The USCIS has already updated its website regarding the new process that applicants have to follow. The website now contains the needed information on how they can submit their N-Forms. Should there be an instance of an applicant not filing application with the right form, he will have to re-apply and pay the fee again. There will be no more fee refund for submission of wrong form.
